A moratorium on lease-break fees and a rental hardship package will be among the proposed amendments for a $440 million rent relief package to go to NSW Parliament on Tuesday.

The six-month support package, announced by the Berejiklian government in April, will go before State Parliament in an emergency sitting after it was recalled to debate the measures that aim to protect tenants from eviction and provide financial support for landlords.

The measures include an interim 60-day moratorium on evictions and require landlords to negotiate with struggling households – those who have lost 25 per cent or more of their income due to the COVID-19 outbreak – prior to seeking a forced end to a tenancy.

Renters would be protected from eviction until the NSW Civil and Administrative Tribunal (NCAT) was satisfied with negotiations but, crucially, any unpaid rent would accrue during this period. They would also be protected from being added to tenancy databases or “blacklists” for breaches of agreements resulting from the impact of COVID-19.
