RMIT ABC Fact Check investigates.<\/p>\n<h2 class=\"_2O2Ne _2El7j _3XvRm _3qPMD _2rdcP _2Od9e _582YK _2eB4R _3Z8IO\" data-component=\"Heading\">The verdict<\/h2>\n<p class=\"_1HzXw\">Mr Bandt&#8217;s claim is overreach.<\/p>\n<p class=\"_1HzXw\">While his claim accords with the average daily increase in the median house price in Sydney, the situation in the rest of the country is different.<\/p>\n<p class=\"_1HzXw\">For the eight out of 10 Australians who do not live in Australia&#8217;s largest city,\u00a0on average\u00a0prices are rising at less than half that pace.<\/p>\n<p class=\"_1HzXw\">Depending on the measure used \u2014 and the timeframe applied \u2014 median house prices for Australia&#8217;s eight capital cities are rising at an average daily rate of between $465 and $576, and at lower rates in areas outside the state capitals.<\/p>\n<h2 class=\"_2O2Ne _2El7j _3XvRm _3qPMD _2rdcP _2Od9e _582YK _2eB4R _3Z8IO\" data-component=\"Heading\">Background to the claim<\/h2>\n<figure class=\"_2FoxC _3fXyV _19G7j _2rgXu\" role=\"group\" data-print=\"inline-media\" aria-labelledby=\"100407038\" data-component=\"Figure\" data-uri=\"coremedia:\/\/imageproxy\/100407038\">\n<div class=\"_3-6ik\" data-component=\"IntersectionObserver\">\n<div class=\"CtQll\" data-component=\"AspectRatioContainer\"><img decoding=\"async\" class=\"_2clwR YdWce\" src=\"https:\/\/live-production.wcms.abc-cdn.net.au\/c2481187bfa185d0587ade2672449ceb?impolicy=wcms_crop_resize&amp;cropH=3333&amp;cropW=5000&amp;xPos=0&amp;yPos=0&amp;width=862&amp;height=575\" sizes=\"100vw\" alt=\"For sale sign in front of property with orange roof\" data-component=\"Image\" \/><\/div>\n<\/div><figcaption id=\"100407038\" class=\"W-g-R _14nkQ _3BwtN _2eB4R _3qdyT _3BXCT\" data-component=\"Figure__figcaption\"><em><strong>Following two election losses, Labor dumped a plan to change negative gearing and capital gains tax concessions for property investors. <cite class=\"W-g-R _14nkQ _3BwtN _2eB4R _3qdyT _1SWGZ\" data-component=\"Figure__cite\">(<\/cite><\/strong><\/em><em><strong>AAP: Glenn Hunt)<\/strong><\/em><\/figcaption><\/figure>\n<p class=\"_1HzXw\">Mr Bandt&#8217;s claim came just days after\u00a0<a class=\"_2msBb vOtE5 _1wNLk _3i4V4\" href=\"https:\/\/theconversation.com\/view-from-the-hill-labor-wouldnt-disturb-tax-cuts-negative-gearing-in-small-target-strategy-165084\" data-component=\"ContentLink\">federal Labor junked<\/a>\u00a0a controversial plan to make housing more affordable by tightening negative gearing rules and reining in the capital gains discount for assets held for at least 12 months.<\/p>\n<p class=\"_1HzXw\">Australia&#8217;s tax treatment of housing has long been criticised as overly generous for investors and distortionary, with investment properties often effectively taxed at a lower rate than income from other sources, such as wages.<\/p>\n<p class=\"_1HzXw\">Negative gearing rules, for example, allow investors to use losses on rental properties to offset taxable income.<\/p>\n<p class=\"_1HzXw\">Further, when an individual sells an investment owned for at least 12 months, only 50 per cent of the capital gain is subject to capital gains tax, under laws introduced by the Howard government in 1999. (Under Labor&#8217;s proposal, this would have been increased to 75 per cent).<\/p>\n<p class=\"_1HzXw\">Two days after suggesting that house prices had been rising by $1,200 a day, Mr Bandt made a\u00a0<a class=\"_2msBb vOtE5 _1wNLk _3i4V4\" href=\"https:\/\/twitter.com\/AdamBandt\/status\/1422059585041481729?s=20\" data-component=\"ContentLink\">similar claim on Twitter<\/a>.<\/p>\n<p class=\"_1HzXw\">&#8220;Supercharged by tax breaks for investors, house prices are shooting up more than $1,000 a day,&#8221; he wrote.<\/p>\n<p class=\"_1HzXw\">&#8220;[M]illions of Australians are
