Victorian homeowners are being stranded with &#8220;orphaned&#8221; houses they cannot live in because of regulatory failures and bureaucratic dithering, according to industry experts.<\/p>\n<div class=\"_2X-83 g1U-R v-gc3\">\n<section class=\"_1uHEE _2Mryn\" role=\"contentinfo\" aria-label=\"key points\" data-component=\"KeyPoints\">\n<h2 class=\"wYJvU _1o1Da _1cBaI _18377 _2yZBa _3I3Xh problem<\/li>\n<\/ul>\n<\/section>\n<\/div>\n<p class=\"_1HzXw\">The Australian Institute of Building Surveyors (AIBS), which represents private and munipal construction inspectors, says there are up to 20,000\u00a0orphaned building permits across Victoria.<\/p>\n<p class=\"_1HzXw\">The term refers to permits that cannot be completed because a project&#8217;s building surveyor is no longer in business and no other surveyors are willing to take on the job due to crippling insurance liabilities.<\/p>\n<p class=\"_1HzXw\">Wayne Liddy from the AIBS said the phenomenon was a growing problem that was leaving thousands of consumers in the lurch and unable to live in their homes for months or even years at a time.<\/p>\n<p class=\"_1HzXw\">He said the institute had been warning authorities about orphaned building permits for more than a decade and called on the Victorian government to intervene.<\/p>\n<p class=\"_1HzXw\">&#8220;It&#8217;s very widespread,&#8221; Mr Liddy said.<\/p>\n<p class=\"_1HzXw\">&#8220;I would suggest that there would be an experience, and multiple experiences, in the majority of municipalities around Victoria.<\/p>\n<aside class=\"_2X-83 g1U-R _1VIKT\"
