Emily Wellesley-Winter is among the first Victorians to co-purchase their first home with the state government.

The 28-year-old last month settled on a brand new, one-bedroom apartment in Blackburn in Melbourne’s east. But it followed months of uncertainty about whether she would ever break into the property market.

“I thought it was near impossible,” she said. “I felt like you needed a double income in order to buy something decent.”
