The 468-room Brecon St Partnership development includes two hotels across four buildings, a piazza and retail space. One building is nine storeys high.
It is planned for Brecon St, on the site of an outdoor mini golf business, next to the Queenstown Cemetery and Lakeview Holiday Park.
